A notary public is someone that has a government appointment to be a notary. He is asking you to be a witness, which is different. He's asking you to acknowledge that you saw them agree and sign.

A notary does essentially the same thing, but does so after confirming each persons identity, asking questions or observing the parties to see if they appear to know what they are doing, and that they are doing so willingly and not under duress. Since the notary is a public officer, hence notary public, they do have more obligations they have to undertake. Because they are appointed and have those obligations, they are required for some transactions. A witness alone will not suffice if a notary is required.
